What Is a Transport Manager CPC – and do you need one?

If you operate a fleet of vehicles under a Standard National or Standard International Operator's Licence, the words "Transport Manager CPC" will be familiar. But for many fleet managers, owner-operators, and business owners entering the world of commercial transport compliance, the qualification can feel like a maze. What exactly is it? Who needs it? And what happens if you don't have it?

What Is the Transport Manager CPC?

The Transport Manager Certificate of Professional Competence (CPC) is a nationally recognised qualification that demonstrates the holder has the knowledge and skills to manage road transport operations legally and safely.

It is a requirement under EU Regulation 1071/2009, which has been retained in UK law following Brexit. The qualification is awarded by the Transport Research Laboratory (TRL) and examined by the Office of Qualifications and Examinations Regulation (Ofqual)-accredited bodies.

There are two routes to the CPC:

  • Road Haulage: covering the movement of goods by road
  • Passenger Transport: covering the carriage of passengers

Who Needs a Transport Manager CPC?

You are legally required to have a qualified Transport Manager nominated on your Operator's Licence if you operate:

  • Goods vehicles over 3.5 tonnes gross vehicle weight under a Standard National Licence
  • International haulage operations under a Standard International Licence

The nominated Transport Manager must either hold the CPC themselves or the business must employ someone who does. Crucially, that person must be genuinely and continuously involved in the management of the transport operation and not just a "name on the licence".

Note: Restricted Operator's Licences (where you carry only your own goods in your own vehicles) do not require a Transport Manager CPC, but operators must still demonstrate they are of good repute and financial standing.

What Does the Course Cover?

The Transport Manager CPC is a comprehensive qualification designed to ensure that whoever manages your fleet understands the full picture of compliance, operations, and law. The core subject areas include:

  • Civil and commercial law: contract law, liability, insurance requirements
  • Road transport law: drivers' hours rules, tachograph legislation, cabotage rules
  • Business and financial management: cost analysis, vehicle costing, financial viability
  • Access to the market: Operator's Licensing, professional competence requirements
  • Technical standards and operation: vehicle maintenance, roadworthiness, inspection regimes
  • Road safety: safe loading, securing of loads, driver fitness

Assessment is by two written examinations set by the OCR awarding body: a multiple-choice paper and a case study paper. Both must be passed to achieve the full qualification.

What Is a Transport Manager CPC Refresher?

The CPC qualification itself does not expire, but transport legislation changes regularly. A Transport Manager CPC Refresher course is strongly recommended, and in some cases prompted by the Traffic Commissioner, to ensure your knowledge remains current.

Refreshers are typically one or two days and cover recent legislative changes, updates to drivers' hours rules, tachograph regulations, and emerging compliance areas such as electric vehicle fleet management.

Why Does It Matter? The Consequences of Non-Compliance

Operating without a qualified Transport Manager on your Operator's Licence is a serious offence. The Traffic Commissioner has the power to:

  • Revoke, suspend or limit your Operator's Licence
  • Issue financial penalties
  • Disqualify individuals from acting as a Transport Manager
  • Call operators to a Public Inquiry, which can result in licence revocation

Beyond the legal risk, operating without proper Transport Manager oversight increases the likelihood of drivers' hours infringements, tachograph issues, and vehicle roadworthiness failures - all of which carry their own penalties and reputational risk.

Frequently Asked Questions

Can I manage my own transport operation if I hold the CPC?

Yes. If you are the operator and you hold the CPC yourself, you can act as the Transport Manager on your own licence, provided you are genuinely involved in the day-to-day management of the operation.

Can I use an external Transport Manager?

Yes, under certain conditions. An external or "freelance" Transport Manager can be nominated on your licence, but the Traffic Commissioner will scrutinise whether they are genuinely involved. There are also limits on how many licences an external Transport Manager can be nominated against.

How long does the CPC course take to complete?

Is the Transport Manager CPC the same as the Driver CPC?

No - these are two different qualifications. The Driver CPC is the periodic training requirement for professional HGV and PCV drivers. The Transport Manager CPC is a management-level qualification for those responsible for running a road transport operation. H-TEC offers both.
